An evaluation of the necessity of establishing the proposed Makran Development Organization alongside existing parallel institutions, coupled with a critical analysis of its draft charter, indicates that—despite Makran’s strategic significance and the imperative for its targeted development—the proposed charter suffers from substantial deficiencies and, in its current formulation, lacks the capacity to realize its developmental objectives. The primary shortcomings identified include the absence of an underlying strategic document and supporting technical report, a propensity toward institutional expansion rather than substantive problem-solving, and a failure to establish a clear nexus between designated mandates and executive prerequisites. Furthermore, the inherent tension between the organization’s corporate nature and its sovereign governance functions, ambiguities surrounding oversight and accountability mechanisms, and jurisdictional overlaps with local and provincial authorities heighten the likelihood of institutional inefficiency and exacerbate governance complexities in the region. At the policy and legal levels, essential prerequisites for reform include amending Article 69 of the Law on Permanent Provisions of Development Programs, explicitly delineating the roles of local communities and the private sector, integrating independent oversight bodies, and formulating mandatory environmental, security, and military annexes. Additionally, complete alignment with overarching strategic frameworks—most notably the Special Plan for the Development and Civil Construction of Makran—is imperative to avert institutional conflict and bureaucratic redundancy. Consequently, endorsing the general principles of the bill in its present form is deemed ill-advised, and a fundamental overhaul of its organizational structure, mandate, and oversight mechanisms remains indispensable.
