Allameh Tabataba’i University adopts a problem-solving orientation, grounded in the conviction that resolving societal challenges and driving progress cannot be achieved through theoretical abstraction alone; rather, it demands concrete action, evidence-based policymaking, and active engagement in addressing national issues. Accordingly, since 2014, the university has convened a series of specialized panels titled “University Contributions to Resolving National Challenges.” Bringing together faculty members, researchers, and representatives of executive bodies, these panels examine pressing national issues within a rigorous, dialogue-driven, and solution-oriented framework, focusing on translating academic scholarship into actionable policy interventions.

The policy briefs compiled in this annual volume, titled Policy Recommendations of Allameh Tabataba’i University to National Executive Bodies, represent a key outcome of these panels, formulated specifically for adoption by relevant executive authorities. Published continuously since 2017, a total of six volumes have been released through 2025. Within this framework, the panel chair—a faculty member with subject-matter expertise—steers the scientific discourse and synthesizes the findings into a cohesive, applied report, which is formally submitted by the University Chancellor to the pertinent executive bodies. In addition to enhancing institutional decision-making and policy-formulation capacities, these reports foster scholarly dialogue, constructive critique, and interdisciplinary collaboration across both academia and public life, serving as an empirical record of university-led policy research that tangibly demonstrates the vital role of the humanities and social sciences in addressing public challenges.
