Abstract
Micro-businesses and small industries act as the driving engine of socio-economic development, playing a decisive role in gross domestic product (GDP) growth and poverty reduction through entrepreneurship, innovation, industrial dynamism, and sustainable job creation. The importance of these enterprises becomes even more pronounced as the global economy shifts from production-centrism toward customer-centrism, increasing the demand for flexibility, rapid response to environmental changes, and risk mitigation. Nevertheless, the development of this sector in Iran faces structural obstacles, including the lack of a unified definition and coherent policymaking across various apparatuses, heavy reliance of financing on the banking system with weak utilization of modern capital market instruments, a significant gap between academic education and the actual needs of industry, the sluggish pace of scientific content production relative to the speed of technological evolution, and the challenge of a shortage of skilled and semi-skilled labor, which is further exacerbated by the emigration of entrepreneurs and specialized workforce. Moreover, weaknesses in sales, marketing, and after-sales services diminish enterprise efficiency. Proposed strategies emphasize the necessity of simultaneously paying attention to large industries and micro-enterprises within the employment policy portfolio, channeling investments toward small industries to increase productivity and value-added, targeted support for entrepreneurs commensurate with the country's stage of development, strengthening university-industry collaboration to solve practical problems, and reforming organizational culture by promoting the "service procurement" approach as an efficient framework for management optimization.
