The efficacy of crisis management depends on coordination among three domains: policy and management, knowledge and scientific institutions, and civil society, with crisis communication playing a decisive role in reducing confusion and enhancing public trust. The challenges of the crisis communication system in Iran include the absence of an integrated roadmap and protocol, fragmented management with a lack of executive guarantees for existing documents, and the neglect of "crisis communication" and "crisis journalism" as specialized fields. In many crises, a stance of denial or trickle-truth information dissemination is observed, leading to reduced trust, weakened social capital in official media, and the rising prominence of social media as primary references. The weakness of two-way communication between the government, media, and public opinion, the emergence of false reference groups, and the disregard for the social and psychological dimensions of crises are also contributing factors that exacerbate the communication crisis. Furthermore, the spread of fake news and "infodemic" in cyberspace—especially under conditions of ambiguity and delays in official transparency—misleads public opinion. Proposed strategies include launching an integrated information and fact-checking portal, designating a single spokesperson while avoiding contradictory messages, documenting and compiling crisis experiences, specialized training for crisis reporters and establishing a crisis journalists' association, enhancing the resilience of media organizations, and strengthening two-way dialogue between crisis managers and society to rebuild media authority and public trust.
