The public policymaking system in Iran faces structural and functional problems, resulting in reduced policy effectiveness and persistent inefficiency in resolving public issues. Key challenges include a lack of effective coordination and interaction between policymakers and implementers, policy contradiction and incoherence, a lack of comprehensiveness in addressing national and regional levels, a multiplicity of decision-making centers with no clear custodian, and a weak technical definition of concepts and policymaking processes. Furthermore, the non-issue-driven nature of policy formulation, the lack of necessary studies and technical knowledge to translate macro policies into micro-executive programs, and the absence of a public issue management system have caused policymaking to frequently lack a valid theoretical framework and explicit guidelines. The theoretical analysis of the report, utilizing approaches such as the "multiple streams framework," "network approach," and "process model," indicates that policymaking in Iran has deviated from technical rationality due to the decisive role of key individuals, the impact of informal institutions, and weak citizen participation. Proposed strategies emphasize strengthening interactive, bottom-up policymaking, establishing a formal mechanism for public participation prior to law enactment, the organized utilization of university and research center capacities in policy formulation, selecting appropriate implementation tools suited to social conditions and target groups (incentives and capacity building), and defining transparent indicators for policy evaluation, sustainability, and coherence.
