Abstract
The family system, as the most fundamental social institution, is defined in Quranic thought around the axis of security, tranquility, and emotional and moral bonds, with its stability depending more on the quality of moral relations among members than any other factor. Within this framework, the Quranic approach to family is not merely rights-oriented, but rather based on the "known" (ma'ruf), good companionship (husn al-mu'asharat), affection (mawaddah), mercy (rahmah), and mutual cooperation between men and women, emphasizing that mere adherence to legal rules is insufficient for preserving the foundation of the family; rather, love, intimacy, loyalty, and responsibility must occupy the core of relations. Furthermore, Quranic teachings reject discriminatory gender attitudes and emphasize equality in creation, introducing the balanced family as one based on mutual respect, justice in dealing with children, avoidance of suspicion, jealousy, and violence, and the reinforcement of the spirit of forgiveness and patience. From a policy perspective, proposed strategies emphasize delineating the Quranic family model and role-modeling successful families, upgrading the cultural and psychological security of the family, developing the awareness of couples and youth regarding mutual rights and duties, facilitating marriage and reducing formalities, expanding pre- and post-marriage counseling centers, reforming educational and media content toward family consolidation, countering corrupting factors, and creating cross-sectoral coordination in family policymaking.
