Achieving a production leap in developing economies requires the provision of financial, monetary, and institutional foundations, wherein the central bank, as the primary regulator of money and credit, plays a decisive role in directing resources toward the real sector of the economy. The inefficiency of monetary policy in Iran stems primarily from the chronic imbalance between the supply and demand for money, the increase in precautionary and speculative motives, and the limited impact of interest rate reductions, the consequences of which are monetary stagnation and the weakening of production and employment growth. Furthermore, administrative price controls, bank imbalances, and the deviation of banks from financial intermediation toward speculative activities, coupled with currency spikes and rising inflation expectations, have rendered the investment environment insecure and reduced public participation in productive activities. Within this framework, policy strategies include the simultaneous application of monetary and fiscal policies to curb the speculative demand for money (including deterrent taxes), the continuation of stabilization policies aimed at reducing inflation and strengthening public trust, reforming energy carrier pricing methods to structural imbalances, strengthening central bank supervision over bank balance sheets, and restoring banks to their role in financial intermediation. In addition, the development of non-inflationary financing instruments such as the Productive Credit Certificate (Gאם), facilitating access to financial resources for small and medium-sized enterprises (SMEs), upgrading payment infrastructures and financial literacy, and supporting innovation and exports can strengthen the foundation for effective public and corporate participation in increasing production.
