Interdisciplinarity in tourism is not merely limited to the juxtaposition of multiple disciplines; rather, it entails conceptual blending and the generation of a "third concept" capable of explaining the complex nature of tourism. Within this framework, "tourism culture"—as a concept independent of the cultures of both origin and destination—is shaped through the interaction of the tourist, the host, and the "underlying culture," regulating the behavior of actors under conditions distinct from daily life, placing the tourist in a specific mental state and the host in the role of hospitality. Accordingly, tourist rights must be formulated not merely on the basis of general legal rules, but proportionate to the nature of tourism and in relation to the host community. At the same time, there is a serious void in academic studies and enacted laws concerning tourist rights in Iran, with existing regulations largely restricted to bylaws and directives. Proposed strategies include strengthening university-industry-government collaboration to clarify the interdisciplinary and cross-sectoral nature of tourism, redefining tourism as a virtue and human interaction, training organizations in international tourism law, addressing legal gaps, developing cultural-legal resources and brochures for international tourists, and leveraging the potential of legal-historical attractions to create new forms of tourism.
