Abstract
The rising number of female-headed households in Iran, coupled with its connection to the "feminization of poverty," highlights the necessity of redesigning supportive policies. Existing support approaches have in many cases been reduced to limited financial payments and social insurance, ignoring women's agency and empowerment, whereas effective empowerment requires strengthening their decision-making capacity, role-playing, and access to productive resources. A fundamental obstacle is the lack of precise data regarding the number and characteristics of unsupported, inadequately supported, and self-supporting women, as well as the absence of reliable statistics on the crimes and harms experienced by them, which undermines targeted planning. Efficient policymaking requires compiling a "comprehensive profile" of female-headed households (age, geographical distribution, cause of headship, number of children, vulnerability status, etc.) and realistic target setting. From an institutional perspective, the dispersion of policies across domains such as employment, housing, health, education, and social support, alongside weak inter-organizational cooperation, has reduced the efficacy of interventions. Proposed strategies emphasize integrating macro and local measures, developing affordable housing infrastructure and place-based services, expanding economic opportunities through skill training and entrepreneurship, streamlining regulations for micro-businesses, providing micro-credit with a linkage banking and self-help group approach, and strengthening women's participation in local structures. Furthermore, supplementary support reforms—including increasing the basic minimum income, developing childcare services, improving unemployment insurance, reducing income taxes for low-income women, and enhancing health services and public transportation—are proposed to alleviate persistent poverty.
