Abstract
The realization of citizens' rights in Iran, beyond the formulation of policy documents, requires the design of legal, social, and cultural structures for their development, promotion, and oversight. Although the Citizens' Rights Charter, finalized as a government policy document in 2016, anticipated institutions such as the "President's Assistant for Citizens' Rights" and agency reporting mechanisms, it lacks sufficient detail regarding the institutional and social architecture required for its effective implementation. The core issue is that reducing citizens' rights to inspection and grievance redress is an inadequate approach, and the prevention of systemic violations of citizens' rights must be placed at the center of policymaking. The institutionalization of these rights necessitates the formation of public discourse across three levels—mind, language, and behavior—alongside education and culture-building from early childhood to strengthen lawful demand-making within society. At the executive level, designing quantitative and qualitative indicators to monitor the charter's provisions, revising bylaws and guidelines, and formulating a national program with a division of labor among agencies are essential. Furthermore, establishing a purely governmental structure for development and supervision is assessed as inefficient, and leveraging the capacity of civil society, non-governmental organizations, universities, and seminaries is a prerequisite for the sustainability of this policy across changes in administrations. Finally, empathetic cooperation among the three branches of government, centered on the President, and the revival of mechanisms for monitoring the implementation of the Constitution are proposed for the effective enforcement of the charter.
