Abstract
An examination of the "Bill for the Media System Organization of the Islamic Republic of Iran" from the perspective of citizenship rights indicates that the proposed model not only fails to guarantee media freedom and independence, but through the creation of a governmental and bureaucratic structure, can lead to the restriction of journalists' activities and the weakening of civil society. Content analysis of the bill reveals that its primary axis is centered on control, supervision, and adjudication of infractions, while the standing of fundamental media rights—such as freedom of expression, free access to information, and the right to choose an occupation—is faint and unsystematic. A critical juncture is the requirement to obtain a "journalism license" and even undergo examinations and internship courses to enter the profession, which conflicts with constitutional principles and the provisions of the Citizens' Rights Charter (including the right to freedom of occupation and the prohibition of forced membership in trade associations). Furthermore, the composition of regulatory and disciplinary bodies within the bill is structured in such a way that the Ministry of Culture and Islamic Guidance and governmental bodies assume a dominant role, which is incompatible with the logic of an independent trade system. Consequently, it is recommended that instead of expanding new governmental structures, focus should be placed on strengthening the rights and freedoms enshrined in the constitution, eliminating the license-based system in media, and supporting independent trade associations based on the labor law.
