The Citizens' Rights Charter has been formulated with the aim of promoting and institutionalizing citizens' fundamental rights; however, its primary challenge lies in the ambiguity surrounding its normative nature and the extent of its executive binding force within Iran's legal system. Relying on perspectives from public law, human rights, and international law, this report demonstrates that although the Charter is not considered a "Parliament-enacted statute" and lacks direct judicial applicability, it can serve as a symbolic document to shape the macro-orientations of the government and executive agencies in the sphere of citizens' rights, playing a strategic role in strengthening institutional adherence to human rights standards. On the one hand, due to its issuance by the President, the Charter possesses a binding aspect at the governmental level for executive bodies, and on the other hand, it can be regarded internationally as a reaffirmation of Iran's obligations under the 1966 Covenants and other human rights treaties. Nevertheless, realizing its effectiveness requires independent, detailed legislation for each domain of citizens' rights, widespread public information dissemination, the active participation of civil society institutions and NGOs in the annual evaluation of agency performance, and the integration of formal citizens' rights education into the country's educational system. Furthermore, it is recommended that the content of the Charter be revisionally harmonized with existing laws and regulations to identify and resolve instances of non-compliance.
