Supervision of the implementation of the Citizens' Rights Charter, as a prerequisite for fulfilling the functions of this document, is effective only when both the legal status of the Charter is clarified and operational, measurable supervisory mechanisms are designed for it. Categorizing prevailing supervisory models, this report highlights three main levels: international supervision through institutions such as the Human Rights Council and specialized committees; internal judicial and legal supervision through courts and bodies associated with the constitution; and executive branch supervision centered on the president's responsibility to safeguard the constitution. Simultaneously, key challenges in implementing the Charter include ambiguity regarding its legal status, the absence of an effective monitoring system, the non-operational nature of the Charter's articles, and the lack of annual organizational programs to achieve these goals. Accordingly, policy recommendations emphasize coordinated cooperation among the three branches of government and the avoidance of duplication, the formulation of evaluable annual programs in each branch, and the engagement of citizens through non-governmental organizations. Furthermore, empowering citizens for lawful advocacy, human rights education and culture-building, drafting supplementary bills to convert the Charter's provisions into binding laws, submitting the president's annual report, and establishing specialized monitoring and judicial/quasi-judicial bodies for complaints related to violations of citizens' rights are proposed as prerequisites for strengthening oversight and enhancing the effectiveness of the Charter.
