Citizen participation in urban management, as one of the fundamental components of citizenship rights and good governance, plays a decisive role in increasing public satisfaction, trust in urban managers, and the enhancement of quality of life. The analysis indicates that effective participation is not limited to periodic attendance in council elections, but must become a continuous and everyday mechanism in the decision-making, implementation, and evaluation of urban programs. Achieving this requires building trust through officials' accountability, respecting citizens' views, and providing genuine communication channels with urban institutions. The complex and multifaceted environment of cities necessitates that urban management move away from centralized models toward multi-level and participatory systems in which the role of civil society and local institutions alongside the government and private sector is strengthened. From an institutional perspective, the limited authority of councils in their role as "urban parliaments" and the absence of a citizenship rights monitoring system in municipalities are among the primary challenges. Policy recommendations emphasize formulating a roadmap to elevate the legal standing of councils, educating citizens' rights through the capacity of cultural centers (Farhangsaras), designing a transparent and accessible system for monitoring the implementation of urban resolutions with direct citizen participation, and paying special attention to less-advantaged groups such as the elderly, children, women, and persons with disabilities in policymaking and urban design.
