Technology transfer in large commercial contracts, as a key component of technological development, is considered successful when it is not merely restricted to the procurement of equipment and machinery, but leads to the "mastery of technology" through the enhancement of absorption capacity, adaptation, localization, and ultimately the capability of reproduction and innovation. The experience of Iran's industry over the past three decades indicates that extensive investments in acquiring modern technology have, in many cases, failed to result in genuine knowledge transfer and design capability due to weak specialized decision-making, the absence of experts in decision-making cores, and the lack of a technology absorption program; consequently, equipment has rapidly deteriorated and investment returns have declined. Within this framework, the "technology attachment" is introduced as a policy tool to obligate foreign parties to transfer technology in foreign contracts, in alignment with the policies of the resistance economy; however, it faces challenges such as a lack of binding force, a weak monitoring system, and the insufficient executive capability of institutions. At the strategic level, the success of technology transfer requires creating economic attractiveness for the foreign party (including targeted market allocation and procurement aggregation), upgrading the domestic party's absorption capacity (consortium formation, supporting design and engineering, and supplier networking), reforming laws and incentives, developing technology information banks, covering the risks of technology-recipient companies, and defining the role of universities as specialized advisors to executive bodies in the design and supervision of technology attachments.
