The rapid growth of the aging population in Iran, following the increase in life expectancy and the decline of the fertility rate, has created novel challenges in the fields of social welfare, physical and mental health, and urban governance, such that the share of individuals aged 65 and above has increased in the country, reaching approximately 17 percent in certain areas of Tehran such as District 6 and Ekbatan. This demographic transformation, in the absence of comprehensive planning, can entail harms such as a decline in quality of life, the intensification of inequality in access to services, and increased pressure on families and welfare institutions. Central issues include the psycho-social health of the elderly, the phenomenon of elder abuse, sensory impairments and the need for specialized social work, the preservation of the dignity of the elderly, and the transformation of public attitudes toward aging. On the other hand, the deficiency of specialized knowledge among caregivers and nurses for the elderly and the shortage of professional training have reduced the quality of care and highlighted the necessity of empowering this group. Proposed strategies emphasize structural collaboration between universities and welfare organizations to develop applied research, holding training workshops for caregivers, assessing social attitudes and cultural development programs, engaging the elderly in social spaces, preparing middle-aged individuals for the period of aging, and adapting the urban environment as well as administrative and welfare services for the elderly. Finally, the establishment of a joint working group to pursue and implement these policies is proposed as an operational mechanism.
