Professional ethics in the university, as a fundamental mechanism for elevating the quality of education, research, and social services, becomes effective when defined within a systematic and "rights-based" framework, such that the observance of the rights of all stakeholders in a 360-degree environment serves as the primary criterion for measuring professional behavior. This approach indicates that academic ethics is not limited to the professor-student relationship; rather, all university subsystems, including management and the administrative headquarters, play a decisive role in shaping the ethical atmosphere, and the ethical performance of managers can act as an operational model for other members of the academic community. Professional ethics also possesses a two-way relationship with education and research, meaning that these processes both require the observance of ethics and that the elevation of ethics in the university necessitates continuous education and research. Furthermore, academic ethics should not be merely confined to internal improvement, but must also strengthen the university's external accountability toward society and lead to the enhancement of the quality of scientific and human outputs. Proposed strategies include launching disciplines and courses related to professional ethics, formulating the university's ethical charter and code in accordance with indigenous exigencies, strengthening the prevention of ethical violations through the development of cultural-religious beliefs, utilizing rich ethical sources such as the Nahj al-Balagha, creating a legal and cultural foundation for the operationalization of ethical principles, and focusing the university on training an ethical human being alongside educational and research functions.
